Runbook: support-request / :reproducible

Attach a reproduction under repro/ — a script, a request trace, a recording; the smallest artifact that makes the failure happen again. If you cannot reproduce it, say so in a comment with what you tried; do not attach a placeholder to satisfy the guard (evidence theater, PLAN §18). A technical ticket without a repro simply is not resolvable yet — that is the process being honest, not slow.
