Runbook: support-request / :resolved

Assert resolution.ref pointing at the fix (commit, config change, knowledge-base answer). For technical tickets the reproduction must exist first — ‘fixed it but can’t show the bug’ does not resolve. Resolution is a claim the customer has not yet accepted; do not consider the work done here.
